In December 1996, shortly after the Taliban took control of Afghanistans institutions, Ehsanullah Ehsan, the chairman of the Talibans central bank, declared most Afghani notes in circulation to
be worthless and cancelled the contract with Goznak, the Russian fim that had been printing the currency since 1992. Ehsan accused the fim of sending new shipments of Afghani notes to ousted president Burhanuddin Rabbani in northern Takhar province.
Between 7 October 2002 (the anniversary of the start of the US-led bombing campaign that brought about the fall of the Taliban regime) and 2 January 2003, a new Afghani was introduced,
replacing the preceding Afghani at two distinct rates. Issues of the government of President Burhanuddin Rabbani were replaced at a rate of 1,000:1 to the new Afghani. Th issues of Abdul Rashid Dostum (the Northern Alliance) were replaced at a rate of 2,000:1 to the new Afghani.
