1979 Foreign Exchange Issues
Eager to get convertible currencies, in December 1962, the East German state trade organization Intershop was founded to sell goods to visiting Westerners only. Even though it was illegal for East Germans to hold foreign currency, starting in 1974 East Germans were also allowed to purchase goods in Intershops using Western currencies, typically obtained from remittances from relatives living in the West or during authorized visits to the West.
Beginning in April 1979, East German citizens were required to exchange Western currency for Scheck (check) notes issued by Forum außenhandelsgesellschaft m.b.h., a state-run company administered by the Ministerium für Außenhandel (Ministry for Foreign Trade). Although deutsche mark were exchanged at par, these foreign exchange certificates could be used only in Intershops. By the 1980s there were 380 Intershop branches in East Germany selling some popular products (cigarettes, alcohol, perfume, coffee, etc.) at lower prices than in West Germany, as well as exportware, normally unavailable within East Germany. These so-called “forum” notes were used until the deutsche mark was introduced as the official currency of East Germany in July 1990, in preparation for unification on 3 October 1990.

Omdat men graag converteerbare valuta wilde, werd in december 1962 de Oost-Duitse handelsorganisatie Intershop opgericht. Deze organisatie verkocht uitsluitend goederen aan westerlingen die op bezoek waren. Hoewel het voor Oost-Duitsers illegaal was om vreemde valuta te bezitten, mochten Oost-Duitsers vanaf 1974 ook goederen kopen in Intershops met westerse valuta, die ze doorgaans verkregen door geld over te maken van familieleden die in het Westen woonden of tijdens geautoriseerde bezoeken aan het Westen.
Vanaf april 1979 moesten Oost-Duitse burgers westerse valuta omwisselen voor Scheck-biljetten uitgegeven door Forum Außenhandelsgesellschaft m.b.h., een staatsbedrijf dat werd beheerd door het Ministerium für Außenhandel (Ministerie van Buitenlandse Handel). Hoewel Duitse marken tegen pari werden omgewisseld, konden deze valutacertificaten alleen bij Intershops worden gebruikt. In de jaren 80 waren er 380 Intershop-filialen in Oost-Duitsland die een aantal populaire producten (sigaretten, alcohol, parfum, koffie, enz.) verkochten tegen lagere prijzen dan in West-Duitsland, evenals exportartikelen die normaal gesproken niet verkrijgbaar waren in Oost-Duitsland. Deze zogenaamde "forum"-biljetten werden gebruikt totdat de Duitse mark in juli 1990 als officiële munteenheid van Oost-Duitsland werd ingevoerd, ter voorbereiding op de eenwording op 3 oktober 1990.
